High School Graduation Rates To Fall, States Prepare For Calculation Changes
Education wonks long have suspected the statistics used by some people to determine how their neighborhood high school is faring or even where to buy a house can be figured using various formulas that produce wildly different results.
Now, many states are facing a sobering reset: Some could see numbers fall by as many as 20 percentage points.
Liz Utrup, a spokeswoman for the U.S.Education Department, said graduation rate numbers will soon appear to decrease "across the board" as states move to a uniform calculation that requires them to track each student individually, giving a more accurate count of how many actually finish high school.
"Through this uniform method, states are raising the bar on data standards, and simply being more honest," U.S.Secretary of Education Arne Duncan said.
Most states are required to convert to the new calculation this year, but the number won't count as part of federal No Child Left Behind benchmarks until the 2012-13 school year.Schools that consistently miss those measures face sanctions.
All but two states Idaho and Kentucky, which need more time to develop student tracking systems will start submitting the new numbers to the federal government starting late this summer.
States that converted to the new formula already have seen drops ranging from modest to ma*sive.Michigan had a nearly 10 percentage point fall when they made the switch in 2007.About half of states are not yet using the new calculation.
Florida's graduation rate remained about stable, at 79 percent, when it adopted the new graduation rate in the 2009-10 school year.It would have been nearly two points higher if it had continued under the old calculation.
States making the switch this year are offering estimates of expected dips and discussing the change in school board meetings.In Kansas, the graduation rate is expected to tumble from 89 percent to 80 percent, with one district in the state anticipating a 20-point drop.Georgia said its overall rate now at 80 percent could plummet about 15 percentage points.
"We're certainly concerned no matter what with that number under 100 percent," said Kelly Smith, superintendent of Belle Plaine schools in Minnesota, which is transitioning to the new formula this year."The new system isn't changing what we're doing in our schools, and we need to get that point across."
Matt Cardoza, a spokesman for Georgia's Department of Education, said while he worries the public may think that high numbers of students are suddenly failing to finish school, the new formula could produce "a more accurate picture of how many of our students are actually finishing high school with a diploma."
Jay Greene, who heads the Department of Education Reform at the University of Arkansas, said he started studying graduation rates in 1999 because he determined many of them made no sense.
"The initial reaction was that I was mistaken, that I couldn't know," said Greene."And I pressed the issue with reporters and at meetings and basically asked the question, `If it's true that you have a 1 percent annual dropout rate, how come you have twice as many ninth and tenth and graders as you have graduates?'"
Much of the blame for past problems went to something called the "leaver method," a popular calculation for determining graduation rates that also has gained a reputation for being the most generous.The method, used by about half the states last year, works like this: If a school had 100 graduates and 10 students who dropped out from their freshmen to senior year, 100 would be divided by 110, giving the school a graduation rate of 90.9 percent.
Schools weren't dinged if students took more than four years to graduate.When students disappeared, they often were cla*sified as transfers, even though some of them had actually dropped out.Many schools weren't required to document that transfers showed up somewhere else.
"You have to be honest with the data," said David Doty, superintendent of the Canyon School District in Utah."If the data doesn't mean anything, there's no point in using it anyway."
U.S.Sen.Mark Warner, a Democrat, used the National Governors Association to push for graduation rate changes while he led Virginia from 2002 to 2006.His motivation, he said, was a desire to see how his state stacked up.
Virginia was boasting 90 percent or better graduation rates during Warner's drive for a uniform rate, but that dropped to 81 when the new formula was adopted in 2008.
Ultimately, the U.S.Department of Education settled on a formula similar to the NGA's: the number of graduates in a given year, divided by the number of students who enrolled four years earlier.Also, schools must document transfer students or they'll artificially deflate the graduation rate.
Schools weren't necessarily being subversive in the way they calculated their rates, said Ryan Reyna, senior policy analyst with the National Governors Association.Many states used imperfect formulas because they couldn't track students who moved, which is being fixed with the addition of new state-level systems that identification numbers to each student.
Experts hope the changes will draw attention to the dropout issue and lead to resources being focused on the problem.That is happening in Kansas and other states, where officials are developing a system of early indicators to alert schools that a student is at risk.
"We're going to take an honest look in the mirror and see how real our graduation rate is and where we need to cut the dropout rate," said former West Virginia Gov.Bob Wise, president of the Alliance for Excellent Education, which has extensively studied the nation's hodgepodge system of graduation rates."You've got to know how deep the h*le is in order to develop a strategy for getting out of it."

A 21-year-old woman was yesterday convicted of culpable homicide after she stabbed a 69-year-old man who had sexually abused her for more than four years with a knife.Thembile Nomcebo Maseko killed Zachariah Motsa who abused her since 2002 in Swaziland.
Maseko ripped Motsa’s stomach open and left intestines hanging.She did not end there as she sliced the deceased’s manhood as well.
In total, Maseko stabbed the deceased 11 times.Four stab wounds were on the chest, four on the back, two around the abdomen and one on the penis.
According to the evidence in court, Maseko and the deceased were staying together at the deceased’s homestead.The reason was that Maseko was abandoned by her parents at a young age and she knew the deceased as her relative.She actually referred to the deceased as her grandfather.
Apparently, the deceased took advantage of that and started sexually abusing Maseko when she was 14 years old.The first time the deceased had sex with her, he promised to give her money.
Indeed after the ordeal, she was given the money which she spent at a local shop and kept quiet about what had befallen her.
On another day, the deceased said they should share a bed since he did not want his other bed used.There were two beds in the house.While she was asleep, the deceased allegedly woke her up and when she asked what the problem was, the deceased is alleged to have said he had been made to taste something nice from Maseko hence he wanted a repeat.В This time he promised to give Maseko more money.
However, after the session, he changed his tone saying he would pay in the morning.
Again in the morning, the deceased postponed with the promise that he would pay the money in the evening.When Maseko came in the evening she found that the deceased had bought her bread and sour milk (emasi).They ended up having sex with the promise that she would be given everything she needed.
After the empty promises, Maseko decided to leave the deceased’s homestead to live with David Motsa, who is a brother to the deceased.But since she was allegedly made to work without food, she ended up going back to the deceased’s homestead because she was desperate.
During the first month of her return, the deceased did not demand sex.But in the second month, the old Adam came back.All this time Maseko told the court that she would tell the deceased that she was not having sex with him willingly.She said she was afraid to report the matter to David because the deceased gave her food.
However, one night after she had fallen in love with Sabelo Ndlangamandla, they had sex with him (Sabelo) in the deceased’s room.This did not go down well with the deceased who was irked by the groans and moans of pleasure which were allegedly made by Maseko during the session.The deceased is alleged to have complained about the noise when Sabelo had left.
Maseko told him (deceased) that the reason she made such noises was that she loved Sabelo and had enjoyed having sex with him than with a relative, referring to the deceased.Furthermore, the deceased suggested that the two could have had sexual intercourse under a tree.Maseko told the court she told the deceased that she no longer loved him.Incensed by such, the deceased took a stick and a*saulted her three times.
Maseko got hold of the stick and while they were wrestling for it, she saw the knife on the table and stabbed the deceased several times before she went out to raise an alarm.
Judge Qinisile Mabuza stated that there was a possibility it was true that Maseko killed in self -defence.
The judge reasoned that after Maseko had had sex with her boyfriend in the same room the deceased was likely to get angry.В «I say this because the accused (Maseko) groaned and moaned in pleasure.The deceased would be angry because he thought Maseko belonged to her,» she observed.Eventually, Judge Mabuza found Maseko guilty of culpable homicide and she will be sentenced on August 3, 2011.
When Nomcebo Maseko sliced Zachariah Motsa’s manhood, she may have been removing the object of oppression after the latter had sexually abused her for more than four years.
This observation was made by Judge Qinisile Mabuza who stated that such could be a sign that Maseko was trying to get rid of the object of oppression.
However, in the end the judge found that Maseko killed the deceased in self-defence.В «In the end I find that she acted in self-defence but she exceeded the bounds of defence,» Judge Mabuza noted.Judge Mabuza also wondered what she should do to older relatives who were abusing children.
«What should I say to older relatives who abuse children?» she said, directing herself to Daniel Nxumalo who was representing the Crown in the matter.This was after Nxumalo had pleaded that while it could be true that Maseko was acting in self-defence, the court should consider that a life was lost.Nxumalo argued that Maseko should have approached organisations like the Save Children who are responsible for child protection instead of taking the law unto her hands.
FIKILE Mamba, who mothers culpable homicide convict, Thembile Maseko, told the court that her daughter dropped out of school for the love of men.
Apparently, Maseko went as far as Grade four in school.
Mamba was called to testify during the trial of her daughter who had been sexually abused for more than four years.
Furthermore, Mamba said she never knew and was never told that her child was being abused.Apparently, she was not living with her child because she stayed with another man who only allowed her to visit her children once in two months.When asked if Maseko knew her paternal homestead, Mamba responded to the affirmative.
However, when such was put to Maseko, she told the court that she had been to her paternal homestead only after she was released on bail.Presiding Judge, Qinisile Mabuza, however, observed that mentally, Mamba was immature which led Maseko to live a somehow meaningless life.

For banks, asset quality fears rise with the rates
With the Reserve Bank of India (RBI) wielding the sledgehammer on inflation, a*set quality of banks faces a greater risk of deterioration because of lending to sectors that are vulnerable to rising interest rates and slower economic growth.
These include commercial real estate, non-banking finance companies (NBFCs), housing loans, vehicle loans, education loans and the power sector.
State Bank of India chairman Pratip Chaudhuri said, «NPA accretion is accelerated in sectors where interest rates comprise a significant part of the total cost»
Such loans, he said, are given for real estate, education and automobiles.
Bank of India chairman and managing director M D Mallya said even the infrastructure can be categorised as sensitive to interest rates.
Bankers on Tuesday told Reserve Bank of India governor Duvvuri Subbarao that a*sets or loans could come under stress in rate sensitive sector due to the rapid rate hike.
Banks with a higher exposure to housing loans in the retail segment are seen hurting.
«If you are hiking the equated monthly instalments, or EMIs, every time, then how far will the customer be able to repay the loan?The other option is to extend the loan re-payment period.But there also you have restrictions on extending the period,» said PN Ramaswami, general manager, Bank of India.
He said that Bank of India’s housing loans portfolio is very small so the bank does not run such a risk.
Ramaswami also said banks where the proportion of restructured
loans in commercial real estate is large and repayment is yet to begin will be vulnerable to a*set quality deterioration.
For non-banking finance companies, the concern stems from the fact that they are not able to pa*s on the impact of higher cost of funds to customers.
That automatically makes loan repayments difficult.
Reuters adds: State-owned banks in India account for about 70% of total loans.
Most Indian banks, which posted earnings for the June quarter this month, have shown a decline in net interest margins a key gauge of profitability for banks either on sequential or on year-on-year basis.
